PRIMARY JOB SUMMARY
Responsible for planning, organizing, coordinating and overseeing plant operations, property management and maintenance activities for WSMC. Ensure that all Facilities Management related activities conform to established department and WSMC policies and procedures. Has full responsibility to stop my unsafe conditions whenever visiting normal operations or during emergency construction for the purpose of protecting staff, patients, and the general public from any unsafe conditions.
PRIMARY JOB QUALIFICATIONS
- requires 7 - 10 years of progressively more responsible work experience with all phases of physical plant operations and maintenance.
- Requires extensive experience with the management and supervision of employees.
PRIMARY JOB DUTIES
- Oversees, implements, and directs the Medical Center's Engineering and Maintenance Departments. Responsibility also includes Life Safety Management.
- Plans, organizes, coordinates and controls plant operations and maintenance activities for the WSMC complex. Ensures WSMC's physical structures and operating equipment are properly maintained and comply with local and Federal codes/standards.
- Interviews selects, trains and evaluates department staff. Evaluates subordinates' performance and provides developmental and corrective guidance. Schedules staff to attend educational programs to maintain and develop professional competencies.
- Prepares annual department operating and Capital equipment budgets. Monitors monthly expenses against budge to ensure variances are within acceptable limits. Monitors construction project budgets against actual expenditures to ensure variances are within acceptable limits.
- Develops short and long term operational plans and strategies that are consistent with and integrated into those of WSMC. Oversees the development of physical plant design changes and computes the project expense associated with major and minor improvements.
- Develops and reviews WSMC and departmental policies and procedures concerning the physical operations and maintenance of the WSMC complex. Ensures department staff is aware of all federal, state and municipal regulations, codes and standards.
- Reviews the department's record retention and filing systems. Ensures the proper retention of required documentation.
- Meets architects, inspectors, department heads and Administration to discuss and obtain approval for physical changes within WSMC.
- Maintains up to date knowledge of new trends and advancements within the construction and maintenance fields.
- Reviews and evaluates special requirements or conditions.
- Reviews job estimates and familiarizes construction team with the plans; applies for city or local permits.
- Contacts utilities regarding connections, i.e., gas, electric, phone, water and sewer, determines cost for each.
- Reviews city approved drawings, building permit, working drawings; purchase orders issued to contractors; number of men to use in crews for various phases of projects; and items to subcontract.
- Selects a subcontractor, determining that subcontractor's standards of work will meet our standard of quality; that the subcontractor's status of finances is such that he will be able to complete the job. Instructs subcontractor to obtain Certificate of Insurance.
- Visits job sites frequently to keep abreast of project status and to provide regular reports on construction budgets.
- Prepares Facility Master Plan and Facility Adequacy Planning through scheduling and forecasting budgets.
- Performs ongoing assessments of the facility's infrastructure and mechanical/electrical systems for purposes of maintaining a safe environment for the general public, staff, physicians and patients.
- Performs other related job duties as assigned.

- Requires light physical effort normally associated with a typical office environment. Work is primarily sedentary.
